THEN DON'T DO IT
Before carrying out any electrical work in your property you should consider the fact that electricity KILLS. An electrician takes 3 years to qualify and even they suffer fatal injuries, and they should know what they are doing. Fortunately this does not happen as much as the DIY'er. Imagine an unqualified person carrying out the simplest of tasks, what potential dangers are they running the risk of? A little knowledge is dangerous.
An electrician starts his course understanding the tools he/she should use then advances on to wiring a plug properly. Before he/she can even contemplate working on real circuits, they have to do mock ups on boards, that can only be connected to the mains after being inspected by a lecturer. When they are connected to a circuit in the class room, the circuit itself is connected to an isolating transformer, so there is little danger of the student being in any serious danger. By the end of the course he/she would have experienced every type of cable, accessory, test equipment that is available and would have constructed quite complex installations.
Before any new circuit is connected to the electrical supply, it should be tested in accordance with the regulations, to ensure it is safe and complies with the regulations. See Testing & Inspecting.
